therefore, as wikimedia projects are non commercial and have elements of news reporting, use of this photograph is fair.
In addition as cameras are not allowed inside the Palace of Westminster, the image produced for illustration purposes by the Parliament of the United Kingdom, is irreplaceable with free alternatives, making use of this image fair.
