[edit] Rationale
Parliamentary Copyright provides that "All Parliamentary copyrights are reserved. The material listed may be reproduced without formal permission for the purposes of non-commercial research, private study and for criticism, review and news reporting provided that the material is appropriately attributed. For any other re-use of the material you are required to apply for a Click-Use Parliamentary License from the Office of Public Sector Information. The use of images and broadcasts of the Proceedings of Parliament fall outside the scope of the Parliamentary License."
therefore, as wikimedia projects are non commercial and have elements of news reporting, use of this photograph is fair.
In addition as cameras are not allowed inside the Palace of Westminster, the image produced for illustration purposes by the Parliament of the United Kingdom, is irreplaceable with free alternatives, making use of this image fair.
