It is believed that using this image on English Wikipedia fits as a fair use, while it is intended only to depict a certain album by Irish band Horslips. Moreover, the print has a very low resolution, which proves that one might use it only on-screen in similar situations (as to depict the same album). Using such a low print elsewhere doesn't allow any illegality to be committed.
