The Horseshoe section of Jersey City, New Jersey was the second ward, and was the home of the poor Irish immigrants, tenements, and taverns. It was named after its shape on maps, the result of gerrymandering in 1871 to concentrate the Irish Democratic party vote into a single district so the rest of the districts would have Republican representation.
