Although this picture is subject to copyright, it complies with the Wikipedia guidleines for fair use [WP:FAIRUSE] because the entry in which it appears discusses an article from the issue whose cover is depicted.

    An image of a magazine cover...if that magazine issue itself is notable enough to be a topic
    within the article, then "fair use" may apply.

Further:

1. it is a low resolution copy of a magazine cover
2. it does not limit the copyright owner's rights to sell the magazine in any way; this version of the magazine is out of print
3. copies could not be used to make illegal copies of the cover artwork on another publication
