I have the references available for this article. However, its not very high on my radar. Some editors have pointed out it does not represent a worldwide view. If there are other people willing to work ont he history of British Civil Affairs, Roman CA, etc., then we will need to delineate into daughter articles. MrPrada (talk) 19:59, 22 May 2008 (UTC)

If it is meant never to cover other nations, the title should indicate the US emphasis of the article. PKKloeppel (talk) 15:05, 8 June 2008 (UTC)
