Hikmat Mizban Ibrahim al-Azzawi

Hikmat Mizban Ibrahim al-Azzawi was finance minister under the Saddam Hussein regime in Iraq. Following the fall of Saddam, he was arrested on April 18, 2003.
He is the eight of Diamonds in the most-wanted Iraqi playing cards.
