Highway Emergency Response Operators is within the scope of WikiProject Atlanta, dedicated to improving Wikipedia's coverage of Metro Atlanta. For more information see the project page.

Being the author of one of these pages, and seeing the validity of the page that was already in existence (and I was previously unaware of), I have no problem with merging these two.
