Was the first portion of Highway 402, basically the part in the city of Sarnia, known as Highway 407 before the rest of the highway linking Sarnia to London was built?

No. It was always 402. In fact, the 400, 401 and 402 all received their designations on the same date in 1952. Prior to that, they were called by route name only. The 402 prior to actually being 402 was the Blue Water Bridge Approach. Snickerdo 21:19, 30 August 2006 (UTC)
