Highland Township is a township in Elk County, Pennsylvania, United States. The population was 509 at the 2000 census.

According to the United States Census Bureau, the township has a total area of 87.0 square miles (225.3 km²), of which, 86.9 square miles (225.1 km²) of it is land and 0.1 square miles (0.2 km²) of it (0.08%) is water.

As of the census[1] of 2000, there were 509 people, 210 households, and 145 families residing in the township. The population density was 5.9 people per square mile (2.3/km²). There were 651 housing units at an average density of 7.5/sq mi (2.9/km²). The racial makeup of the township was 99.61% White, 0.20% African American and 0.20% Native American.

There were 210 households out of which 27.1% had children under the age of 18 living with them, 54.8% were married couples living together, 9.0% had a female householder with no husband present, and 30.5% were non-families. 27.1% of all households were made up of individuals and 11.4% had someone living alone who was 65 years of age or older. The average household size was 2.42 and the average family size was 2.90.

In the township the population was spread out with 23.2% under the age of 18, 6.3% from 18 to 24, 28.7% from 25 to 44, 25.3% from 45 to 64, and 16.5% who were 65 years of age or older. The median age was 40 years. For every 100 females there were 113.0 males. For every 100 females age 18 and over, there were 113.7 males.

The median income for a household in the township was $34,643, and the median income for a family was $37,656. Males had a median income of $31,167 versus $20,000 for females. The per capita income for the township was $15,086. About 7.7% of families and 9.5% of the population were below the poverty line, including 14.0% of those under age 18 and 13.7% of those age 65 or over.
