This is true for articles, but not for talk pages, unless you're removing a personal attack. Please have a look at Wikipedia:Vandalism; it explains the policy under Talk page vandalism. You might also look at Wikipedia:Civility; discussions should not get out of hand as they did on Talk: Brian Jones (musician). I'm not assigning blame, though the dispute could clearly have been handled better; but blanking talk pages, including prior content that had nothing to do with the nasty argument, is not the "heart of Wikipedia."
