This is a fair use image since this is the ONLY IMAGE by a Pakistani magazine showing the Pakistan terrorist training camps. It has not only been used in the article about the magazine, but also in the article that talks about the terror camps like operation chanakya undertaken by intelligence agency of India to collect evidence about pakistani funding in cross border terrorism and since there is no way to obtain a free to use image that depicts all the three, i.e. terrorst camps, its portrayal in media, especially Pakistani media it falls under fair use. Also the image is of reduced quality.
