Herbert Poore (sometimes Herbert le Poer or Herbert of Ilchester) (d. 1217) was a medieval English clergyman who held the post of Bishop of Salisbury during the reigns of Richard I and John.

He was probably the son of Richard of Ilchester, also known as Richard Toclive, who served as Bishop of Winchester.[1] He was the brother of Richard Poore, who succeeded him as bishop.[2] He held the office of Archdeacon of Canterbury from 1176 until 1194.[3] Herbert was elected to Salisbury about May 5, 1194 and consecrated on June 5, 1194.[4] He was only ordained a priest on June 4, 1194, the day before his consecration at Westminster.[1] Herbert was apparently an enemy of Hubert Walter, and because of his recalcitrance was dispossessed of his lands and exiled to Normandy in 1198. He was permitted to return to England upon payment of a large fine, where he soon found a more sympathetic monarch in King John. It was Herbert's idea to move the see from Old Sarum to the Salisbury Plain, but it was left to his brother and successor, Richard, to actually carry out the plan.
During the Interdict of King John of England's reign, Herbert took refuge in Scotland in 1209, and had returned to England by July 18, 1213 when the temporalities of the see were returned to him.[1]
He died in 1217, probably on January 7[4] when his death was commemorated. The see was vacant by February 6, 1217.[1]
