Henry Joseph Mansell (born 10 October 1937) was the 12th Bishop of Buffalo, New York. Mansell was Bishop of Buffalo from 1995 to 2003. He is currently the fourth Archbishop of Hartford, Connecticut.

Mansell was ordained an auxiliary bishop of New York by Pope John Paul II in 1993. He was promoted to the bishopric of Buffalo two years later. His mentor's emphatic choice to take the throne of St Patrick's Cathedral before John Cardinal O'Connor's death, ended up instead in the Connecticut post, where he was installed in 2003.
