Hemmoor is a municipality in the district of Cuxhaven, in Lower Saxony, Germany. It is situated near the river Oste, approx. 40 km northeast of Bremerhaven, and 25 km south of Brunsbüttel. The Portland cement factory operated between 1866-1983 delivered the concrete for the statue of liberty in New York.
Hemmoor is also the seat of the Samtgemeinde ("collective municipality") Hemmoor.
It is twinned with the small market town of Swaffham, which is situated in the east of England.
