During the Revolutionary War the small hamlet known as Harmer's Town was visited several times by General Lafayette, who commented that the area reminded him of the French seaport "Le Havre." His comment was the source of the name "Havre de Grace," meaning Harbor of Grace, which became incorporated as a town in 1785. In 1791 Havre de Grace narrowly lost out to Washington, D.C. as the nation's capitol. On May 13, 1814, during the War of 1812, Havre de Grace was under seige by the British, after they had burned Washington and been held at bay by the defenders of Baltimore in the seige of Fort McHenry and the Battle of North Point. Lieutenant John O'Neill single-handedly defended the city of Havre de Grace by firing a canon at the British fleet as they approached on the Susquehanna River. He was wounded, captured by the British, and eventually released. The city of Havre de Grace was sacked and burned, with only two houses and a church spared destruction. Havre de Grace was rebuilt, and in 1878 the town became a city with the establishment of its own government. This small city in northeastern Maryland is known as a haven for many species of ducks, it's decoy artisans, the Concord Lighthouse, antique row, it's marinas, and the promenade (boardwalk) along the shores of the Susquehanna River.

During the 4th celebration in 2005 a volinterr bullied a person for a parking space using fraude. The volinteer stated he was a city official...untrue. The person being bullied told him to go to the manager and complain if he thinks he has reserved parking. His response was"I dont ask jeri...I tell hem"...also untrue. This was complained about through proper channels and assurances were given that it would not be repeated. When the next year(june 06) came he installed...on his own with the unlawfull ( ref city charter) permission of a city councilman handicapped parking. This was an attempt to reserve through ada camoflague the same exact parking spaces...in front of his boat. This instalition of parking spaces resulted in the dillution of a waiver for the city in some ada rules as this is considered a re-lining of the lot. This opened the city to lawsuites and liability.(ref annotated code md.and the ada handbook). This has opened a fire storm as to the legality of many ada questions . A review by Harold Norton city atterney for HdG at the order of the Mayor determined that the volinteer was unlawfully altering his slip and the slip was ordered restored to original condition. That was the expressed position of the city(ref city council minutes/citizen input). A short time later a partie in the city govt casked a DNR rep to write a letter and although the city never changed its official psition and the letter is unbinding suggestion it is being touted by some as a directive from the dnr. This type of directive is unlawfull on its face even if it was a directive ,which it is not, as the annotated code of md..does not allow state enforcement of ada issues..as per the publick saftey article. The article states that ada enforcement is the responsibility of the local jurisdiction. One must note that the actual issue here is the fairness and equity of perks being demanded and given to citizens unlawfully and the futher camoflaguing of these perks behind ADA.

Update Jan 2008

The letter referanced in the comment was later ammended by the DNR ,department of naturall resources, whome the waterways grants are derived from to clarify that the "letter" was not a directive or mandate and restraints were re-installed on the offenders boat slip. This has been a continued source of problems as the offender has considerable clout with local politicians who desire to allow him to have his way even if it means ignoring rules the rest of the community has to obey.
