I think Havermeyer represents the brutal, sadistic nature of warfare and men who glory in it. He uses dum-dum bullets to shoot the mice. Both him and Appleby argue with Yossarian over the meaning of war and the duty of soldiers within it. Appleby is the wholesome good-at-all-things jock (the ideal) and Havermeyer the sadistic killer "best goddam bombadier in the squadron" (the actuality).
