The Hat is a fictional character, a Japanese anti-hero in the DC Comics team called The Elite. Created by Joe Kelly and Doug Mahnke, the character first appears in Action Comics #775 (March 2001).

His powers are unclear. His main weapon is, as his name suggests, a magic hat which can seemingly manifest pretty much anything from ice monsters to cocktails to giant apparently Mesoamerican slabs. He also has a "runefield" which protects him from harm.
In the second incarnation of The Elite (Action Comics #795), he appears out of his human form as The Dragon (although he still wore his hat), an earth elemental whose secret name, according to Manitou Raven, is Rampotatek. He is responsible for detecting the planet's discontent giving The Elite and the Justice League time to formulate a plan before an apocalypse. The Hat agreed to return one last time for the final battle but didn't join Justice League Elite with the others.
