I believe that Graham was writing primarily for adults. That is suggested by the content of some of his poems, for example Leonie. Also he makes it explicit in his Preface to Ruthless Rhymes:

With guilty, conscience-stricken tears,
I offer up these rhymes of mine
To children of maturer years
(From Seventeen to Ninety-nine).
A special solace they may be
In days of second infancy.
