Wasn't OutRun the first? Released in 1986, the wheel (and, on the standup, the whole cabinet) shook wildly if the player left the road or hit something...

Agreed, Hard Drivin' had continuous force feedback, not just collisions. It was the first to do continuous feedback.Bollinger 09:05, 6 November 2007 (UTC)

I have no source for this, but years ago at Siggraph '89 I saw Analog Devices showing off Hard Drivin'. They explained the game used a Motorola 68000 and Analog Devices ADSP 2100 for all the 3D math. If someone can find some reference for this, it'd be great to get it in. Oh wait. I just found a reference.
