This image was published in The Judge magazine in President Harrison's term (1889-1893). This specific image was cropped and digitally cleaned by Kainaw from an image of a framed lithograph found on an online auctions site. While it is possible to claim ownership of a photograph of the original artwork, the original artwork is public domain as it was publihed in the 1800s.

The subscript printed below the cartoon was originally: "What can I do when both parties insist on kicking?" It referred to the inablility of the Democrats and Republicans to work together over Civil Service Reform.
