Image created based on Hampshire county rose emblem similar to (but not quite the same colours as) the rose blossom element of the Hampshire County Council logo (http://www.hants.gov.uk/includes/images/logo.gif) used on their website, which has the rose emblem (a darker version using only red and black hues whereas this one has dark blue instead of black and some pinkish pixels at the edges) plus a crown representing government, and the HCC words. I have looked on Wiki Commons and images for such a Hampshire county emblem analogous to Image:Leicester-emblem.png and not found one.
