Fair use is justified as this a logo, which is used the identify the school for who it is a log of. No free alternative is possible, as any version of the log would be copyrighted (even if made originally). There is no commercial competition possible, as the image isn't of a type or quality, suitable for resale. As well, the image is reduced to half the width/height of the original, making it an inferior version of the original, freely available on the school web site.
