Hamadoun Touré

Dr. Hamadoun Touré of Mali is the elected Secretary General of the International Telecommunication Union (ITU), one of the specialized agencies of the United Nations. [1] In 2008, he has been promoting the Connect Africa initiative, a $55 billion project to improve Africa's telecommunications infrastructure.[1]

Toure is a national of the Republic of Mali. According to his biography at the ITU website, he studied at the Technical Institute of Electronics and Telecommunication of Leningrad (LEIS), receiving a Masters Degree in electrical engineering, and a Doctor of Philosophy Degree (PhD) from the Moscow Technical University of Communication and Informatics (MTUCI), in Russia. He is married, and has four children.[2]
