According to "The World Was Going Our Way: The KGB and the Battle for The Third World by Christopher Andrew and Vasili Mitrokhin" 1. Amin moved his palace from Kabul on the advice of KGB security experts, who actually wanted Amin out of Kabul because it would be easier to capture him there 2. Karmal was waiting in a soviet base outside Kabul during the storm of the palace 3.
