If "Tockà" is meant to be Russian тоска, toska, then it's using a sort of Volapuk encoding and has a grave accent thrown in for good measure. (Accents aren't usually written in Russian, and grave accents don't have any meaning at all). So it doesn't seem quite right to say that it is the Russian word, although it may have been meant to suggest it. Is it possible there's some other significance to the album title?
