Arms of Greater Manchester County Council, 1974 - 1986.
The ten gold towers represent the ten districts of the Metropolitan County. They are enclosed within an embattled bordure, signifying the union of these areas in a single county.
The crest simply features an English lion with a banner of the arms.
The supporters are also English lions, each charged with a red roundel. One roundel is charged with an open book, symbolising learning and education, the other with a French horn for the arts and culture.

The use of this low-resolution image in Wikipedia is believed to constitute fair use to illustrate the insignia of the defunct local authority detailed in the article Greater Manchester. Many coat of arms of Britain's current and former councils exist on other parts of Wikipedia.
The icon is of a defunct (since 1986) organisation (the Greater Manchester County Council - a former public corporation).
Its use on the English Wikipedia illustrates and educates persons about the history of Greater Manchester without restricting or diminishing the copyright holders ability to use the image. Its use on Wikipedia, as a non-for-profeit organisation, depicted in a wholly neutral and graphical manner, does not incurr any cost to the copyright holders.
