[edit] Pennsylvania Congressional appointments

The following is a proposal for a system of election created by myself to be employed within the Commonwealth of Pennsylvania. It is being created for a class project, and for the benefit of those interested enough to have a look at it.

Pennsylvania representatives to Congress shall be determined using a system known as mixed member proportional representation. The 19 representatives allocated to the Commonwealth shall be decided in each of two different methods. First, the state's 12,281,054 residents shall be divided into 10 Congressional districts.
