Grigori Marchenko

Grigory Alexandrovich Marchenko (also - Grigori Alexandrovich Marchenko) (b. 1959 in Kazakhstan) - Kazakhstan financier, banker and statesman.
Marchenko is the Chairman of the Executive Board and CEO of Halyk Bank. He served as Deputy Prime Minister of Kazakhstan in 2004.[1] He is ethnically Russian [2] or Ukrainian. Has served as the Honorary Consul of the Singaporean government to the Kazakh government since 3 November 2006.

He graduated from the Moscow State Institute of International Relations in 1984.[3] He attended Georgetown University in Washington D.C., United States in 1994.[4]
Marchenko served in Kazakhstan's National Bank as Vice Chairman from 1994 to 1996. After that he worked as a head of the National Commission on Securities from 1996-1997, then as director of JSC "Desutsche Bank Securities until 1999. He then returned to the National Bank, serving as Chairman from October 1999 to January 2004.[1][3]

Marchenko gave a speech entitled "Development of Kazakhstan in the Period of Globalization and Growth of the Financial Markets" on 15 March, 2006 at Hong Kong Theater, Clement House, Aldwych, for the London School of Economics.[3]
[edit] OSI/CSIS Conference
Marchenko said on 12 May, 2003 gave a speech entitled "Caspian Oil Windfall: Who Will Benefit?" in a conference in Washington D.C. that the Open Society Institute and Center for Strategic and International Studies sponsored. He defended the National Fund of Kazakhstan's management of Kazakhstan's petroleum production, criticizing the OSI's book of the same title as his speech, that partly discussed the fund for 40 factual "mistakes" he says he found.[5]
Marchenko specifically took issue with the allegations that the Kazakh Government established the fund on a questionable legal basis, citing 30 amendments to laws passed by the Parliament regarding financial accountability, that President Nursultan Nazarbayev has complete control over the fund, calling it "simply wrong," and that the "the Russian Black Sea port of Ceyhan" is a Turkish port, not a Russian port. He said, "Maybe it is a bit drastic, but I would propose that the book be recalled, and the chapter on Kazakhstan rewritten." George Soros said that if Marchenko were to point out the mistakes he had found, the mistakes would be corrected.[5]
Marchenko met with Russian President Vladimir Putin and Putin's economic advisor Andrei Ilarianov, in May 2003. After the meeting there were rumors in the media that Putin offered Marchenko a job in the Central Bank of the Russian Federation.[2]
