Grantly Budgen is a character in the television series Waterloo Road, portrayed by Phillip Martin Brown.

Grantly is the Head of English. He tends to be a lazy teacher, with no hope for students ever doing good in their future (in response to Roger Aspinall). Aspinall was continuously bullied by Grantly during his school years in Waterloo Road, one of the reasons being Aspinall's dyslexia. He has been known to fall asleep on the job on occasion. He has been teaching English for some 30 years and shows he clearly doesn't like his job, but his long-running service proves otherwise. Budgen is respected throughout by the staff, but generally disliked by the pupils. He was furious when autistic pupil Karla hit him with a chair during an anxiety attack, and his anger was compounded by the management's refusal to expel Karla.

Grantly appears to be a grumpy middle aged man in his fifties. He is still married to his wife who is one of a few people who has earned Grantly's rare sense of respect. He cannot wait to retire (although his retirement is still several years away) and yearns for a life without the sounds of secondary school students in his presence.

In addition, the character of Grantly Budgen would be seen as a primary role in a later storyline within the programme which is a storyline about his gambling problems.

He is a reader of the Racing Post.

On 13 December, his wife Fleur left their house for the first time in weeks. When she finally walked down to see her husband and the school play, she saw that he had sold all their furniture to pay off his debts. When she confronted him about it at the school, he confessed to having gambled it all away, and promising a fresh start, the couple left after inviting Davina Shackleton and Tom Clarkson for a drink in the future.

On her journey to school (at the end of which she fainted) she was taunted by a group of teenagers in a stolen car who called her Mrs Blobby.

Grantly also showed off his devious streak when he played a group of Year 10 students off against each other during a cookery lesson where they prepared food for the visiting school governors. The end result was Grantly taking the credit for baking a chocolate cake.

Grantly was also humiliated in Series 2 when he fell asleep in class following a heavy drinking session, and Brett Aspinall wrote "prat" on his balding forehead.

Grantly also taught Brett's father Roger (who left the school around 1980) and once told a class of pupils that Roger was "the thickest pupil" he had ever come across; Roger remembered this when he arrived at the school as a sponsor governor in series 2.
