This is a slightly cropped image of Edward L. Jackson, Governor of Indiana from 1925-1929. It is from the Library of Congress collection, but its copyright status is not certain. Rather than tag it as "fairold", I have chosen the "Fairuse" tag based on the following:
1. The image is a photograph.
2. The source of the copyright is known. The copyright was owned by a firm known as "Underwood and Underwood."
3. The firm probably no longer exists. There was a British firm of the same name that made and sold stereoscopic images in the late 19th and early 20th centuries, but that might not be the same firm.
4. The photograph is not notably creative or artistic and is not the subject of a current news story.
5. The image is no larger than required for the Wikipedia article.
The photo appears to have been taken during or shortly after Jackson's term as governor. The quality is not very good, but the only other image I have located of Jackson is a photo of his official oil painting, which might also be subject to restrictions.
