As I was updating this article since the new Sec. was sworn in, I've removed this bit:

Acting Secretary of Veterans Affairs Gordon H. Mansfield is the U.S. government’s principal advocate for veterans and directs the nation’s second largest Cabinet Department, responsible for a nationwide system of health care services, benefits programs, and national cemeteries for America’s veterans and dependents. With a budget of more than $70 billion for fiscal year 2005, the Department of Veterans Affairs (VA) employs approximately 230,000 people at facilities nationwide.
