The implementation of global user rights on Wikimedia projects extends to the English Wikipedia. This policy defines their use on this wiki.

Stewards are permitted to use rollback on the English Wikipedia without it actually being granted via Special:Userrights by an administrator. They are also tacitly allowed, where necessary, to use Special:Undelete to view deleted revisions in the course of their duties as stewards. However, they are not permitted to use any other rights provided by their global user right (ie. blocking, protection, etc.) on this wiki.

Anti-vandal fighters (AVFs) are users with global permissions associated with the fighting of vandals, especially on smaller wikis which struggle to deal with the level of vandalism.

Anti-vandal fighters are not permitted to use any of the rights associated with their role on the English Wikipedia, with the exception of rollback. AVFs can use rollback by default, provided they previously have not had the right removed at the English Wikipedia or been blocked in the last 90 days for edit warring on the English Wikipedia. If either of these two conditions are present, they must request and be granted rollback locally by an English Wikipedia administrator . However, any English Wikipedia administrator can ask an AVF to stop using rollback if what they deem to be misuse occurs, and the AVF must comply with such a request. Such a decision by an administrator can be appealed to the wider community. Failure to comply may result in an indefinite block.

Any use of non-rollback rights which cannot be justified as an accident and is not self-reverted immediately may result in an indefinite block on the English Wikipedia until the AVF's global rights are removed by a steward and/or administrators are satisfied that the user poses no further harm to the English Wikipedia. Malicious use of AVF rights may result in a permanent ban from editing the English Wikipedia in addition to any global rights removal.

Deleted contributions

The English Wikipedia has adopted a policy that certain types of deleted contributions that remain visible to administrators though Special:DeletedContributions, may not be disclosed, even privately, to a non-administrator, under any circumstances. These types of deleted contributions are:

Anti-vandal fighters found to be using their global permissions to access and disseminate such materials, will be immediately blocked at the English Wikipedia, and revocation of their AVF status at Meta will be requested.

[edit] Removal of rights

A user who abuses their global rights by knowingly or recklessly using their global rights on the English Wikipedia in contravention of this policy should be reported to meta:Steward requests/Permissions or #wikimedia-stewards immediately, where the stewards will determine whether an emergency removal of tools is required. Additionally, an indefinite block can be placed on the account locally during this period (see the above section).
