The setting is Diver City in a not too far away future: in Rags Town, a slum full of scum. A carefree detective named Shu is living in this city, doing what he pleases. But one day he meets a beautiful girl who has lost her memory, and he tries to solve her mystery without knowing that this would change his life and make him face a powerful enemy.

Shū (シュウ?)
Voiced by: Miki Shinichiro
The main protagonist of the story. A ladies man who serves as the boss of the detective agency. His brooding persona is darker and more enigmatic than his lighthearted sibling, Akira.
Akira (アキラ?)
Voiced by: Ueda Yuji
Shū's younger brother, he detests the nickname, Chi-Boss, which Manami and Ayaka have accorded to him. He is the only one authorized to accept jobs from Porilyn. He is more outgoing than his brother and likes to hangout with the agency's pet and mascot, Q-chan.
Manami (マナミ?)
Voiced by: Arai Satomi
One of the two girls who work for the detective agency. Manami is characterized by her short hair and her boisterous manner. She is also untidy as Ayaka complained about the status of her room.
Ayaka (アヤカ?)
Voiced by: Takahashi Mikako
The other girl in the detective agency. Of the two friends, she is more quiet and possesses better manners. She is often seen working with her computer.
Porilyn (ポリリン?)
Voiced by: Rokkaku Seiji
An effeminate man who acts as either the mediator or the customer for the more difficult jobs that the agency (Shū) takes. He monitors everything around the city using several surveillance cameras spread around the city.
Sensei (先生?)
Voiced by: Maruyama Eiji
A perverted doctor who like to take photos of his assistant with different costumes. According to his assistant, he may seem different but he is very skilled. One of his mottos in life is that "Without lust, humans are nothing."
Monica (モニカ?)
Voiced by: Ito Miki
The assistant/nurse of Sensei. She accommodates and also seems to enjoy the doctor's fetish for cosplay and inappropriate touching.

Sara/HW-9 (サラ?)
Voiced by: Kobayashi Yu
The cargo who was supposed to be allowed to escape. Her average temperature is around 40 degrees Celsius. She is currently being pursued by an unknown group of women. She hates her designation (HW-9) and has adopted the name given to her by Manami. Her name Sara is derived from the town's name which means freedom. Sara also means silky in Japanese

A quiet girl who hides her true form which is ultimately fierce and dangerous.

Porilyn contacts Akira regarding a new job for Shu who is unfortunately nowhere to be found. Manami jumps on the opportunity to prove her worth as a detective and forces her friend Ayaka to come with her. They find themselves in hot water as the cargo turns out to be a naked female actively being chased by a group of dangerous-looking women. Gunfire erupts between the opposing parties and Manami becomes petrified with the scene unfolding in front of her. Her life is placed in great danger, but Shu arrives just in time. Shu then escapes with the mysterious woman, creating a diversion for Manami and Ayaka to escape. After Shu and the girl have gotten away from their pursuers, the group is reunited with the arrival of Porilyn, Akira, Manami and Ayaka.
