Gilberto Antonio Hirata Chico (born January 17, 1953) in Valle de Guadalupe, Baja California) is the current candidate for state deputy representing the XIV electoral district (corresponding to the urban area of Ensenada, Baja California).

Hirata studied Education at the Ensenada Normal School with two specializations, one in criminal and unadapted minors (from the Specializations College in Mexico City) and a second one in attention on learning disabilities (from the Normal School of Specialization in Saltillo, Coahuila). Hirata also has a Master's Degree on Administration and Management through the State Education System of Baja California. Hirata started his teaching career in 1968 in an elementary school in the community El Porvenir. He worked for several schools and in 1979 he founded the Pedagogic Center of Ensenada. In 1983 he taught at the National Pedagogic University. He then taught at the Ensenada Normal School. From 1971 to 1975 he oversaw the creation of classrooms and elementary schools in the municipality of Ensenada and in 1978 he founded the House of Culture of Ensenada. From 1998 to 1999 he was the director of education, culture and social welfare in the XIV Ayuntamiento of Ensenada[1]. Hirata has also been a professor of Psychology at the Baja California Autonomous University[2].

In 2000 and 20001 he was president of the Municipal Chapter of the Institutional Revolutionary Party. In 2001 Hirata was a candidate for municipal president of Ensenada but lost the elections against Partido Acción Nacional candidate Jorge Catalan Sosa[3].

On May 19, 2007, Hirata registered his candidacy to the Congress of Baja California representing the XIV Electoral District[4].
