How is the neutrality disputed since the article includes the word 'perceived'? Rlloyd3 01:38, 29 May 2006 (UTC)

Changed "percieved" to "what the Institute sees as". Is that a bit more NPOV? Squirrel Killer 20:48, 30 May 2006 (UTC)
