Joint Task Force Guantanamo counter-terrorism analysts report that numerous Guantanamo captives either were al Qaida facilitators, or were associated with al Qaida facilitators.

The Summary of Evidence memo prepared for Bensayah Belkacem's Combatant Status Review Tribunal, on September 24, 2004, and on the Summary of Evidence memos prepared for his first and second annual Administrative Review Board hearings, on 28 December 2005, and 19 November 2006 alleged[1][2][3]:

  • "The detainee was identified as the primary al Qaida facilitator in Bosnia."
10017 Abu Faraj al-Libbi

Three of the allegations prepared for his CSR Tribunal, on 8 February 2007, stated:

  • "The detainee was a senior al Qaida facilitator. His primary duty was the care of al Qaida families residing in Pakistan. Additionally, the detainee was involved in vetting and transporting al Qaida fighters to Afghanistan."
  • "Individuals wanting to fight in Afghanistan were required to be sponsored by an al Qaida member and be interviewed by the detainee to verify their bona fides. Once the detainee, a former commander in Afghanistan, was comfortable with the individual's background, the detainee would arrange travel to Afghanistan for the individual."
  • "The detainee was the deputy to al Qaida's third in command and was responsible for al Qaida activities and logistics throughout Pakistan."

  • Described as an al Qaida facilitator on his "most wanted poster".[4]
  • Described as a former Guantanamo captive, but his name is not listed on the official list of captives.[5]
Nek Mohammad Wazir
  • A rebel tribal leader described as an al Qaida facilitator killed during a rocket attack in Pakistan. in June 2004.[6][7]
Ibrahim Mohammed Khalil
  • Described as both an al Qaeda facilitator and one of al Qaeda's major recruiters in Europe.[8]

The Summary of Evidence memo prepared for Jamil Ali Al Kabi's Combatant Status Review Tribunal, on 16 November 2004 alleged[9]

  • "The detainee admitted living and working with Luqman in Indonesia."
  • "Luqman is an alias of a senior al Qaida facilitator."

The Summary of Evidence memo prepared for his first annual Administrative Review Board, on 13 October 2005 alleged[10]:

  • "The detainee admitted living and working with Luqman in Indonesia."
  • "Luqman is an al Qaida Senior Facilitator who was arrested on 04 October 2002. Luqman had been the number one target inside of Saudi Arabia for several months and had been the subject of a massive manhunt."
693 Ali Abdullah Ahmed

The Summary of Evidence memo prepared for Ali Abdullah Ahmed's Combatant Status Review Tribunal on 1 November 2004, and the Summary of Evidence memo prepared for his first annual Administrative Review Board, on 26 May 2005. alleged[11] [12]:

The Summary of Evidence memo prepared for his second annual Administrative Review Board, on 8 March 2006, stated:

  • "The detainee denied ever knowing Abu Yasir or Abu Zabayda [sic] ..."

Ali Abdullah Ahmed was one of three Guantanamo captives who was reported to have committed suicide on June 10, 2006.

941 Juma Din

The Summary of Evidence memo prepared for Juma Din's Combatant Status Review Tribunal, on 7 October 2004 alleged[13]:

  • "Detainee is associated with an al Qaida]] facilitator."
  • "The detainee lived in the same house with his brother in law, who is the al Qaida facilitator."
  • "The detainee used a vehicle owned by the al Qaida facilitator."
945 Said Amir Jan

The Summary of Evidence memo prepared for Said Amir Jan's Combatant Status Review Tribunal, on 22 December 2004 alleged[14]:

  • "The detainee is known by an al Qaida facilitator."
