It's still a copyright problem if it's a direct cut-and-paste from any other website. Although that can be addressed by various permissions (as explained above), the copied text is promotional in nature and unsuitable for use as is, bordering on advertising for Chef Sterling - indeed, I almost deleted it as advertising rather than copyvio. You will need to provide multiple, neutral, third-party references that show that the cuisine is not simply a creation of a single chef, and that it is notable and not confined to Los Dos. The article will have to be written in a neutral, encyclopedic tone. Referencing Los Dos as a source is not acceptable, as it is not an independent source.
