What this image means is that the U.S. federal government would have to borrow for any expenditures other than the major entitlement programs and interest. In other words, defense, homeland security, federal law enforcement, etc. would have to be borrowed; all tax revenues would go towards entitlements and interest, starting sometime in 2030 to 2040. This would be a "trainwreck" according to the GAO and Treasury Department.
