All one has to do is type the following in the browser:

http://en.wikipedia.org/wiki/Template:NameOfNewTemplate

and change the name (NameOfNewTemplate) for the name of the proposed Template.

to insert it later all one has to do is insert the {{NameOfNewTemplate}} into the edit of the page.
