Image of William Haywood's concept for a great Municipal Tower.

This was envisaged as "imposing and useful" and which would contain the Council Chamber, Ceremonial halls (to include a "Hall of Marriages") and a Fire Station as well as all local government offices contained in one building.

In front of the building is a statue he called "The Spirit of Birmingham" which is a representation of a metal worker.
