What if... the Doctor believed that the ends justified the means?
A past mistake, sunken deep beneath the waves, is about to be unearthed; the Doctor now intends to bury it forever and regain the freedom of the TARDIS. Ruth, his companion and adopted daughter, is about to discover that he is not the Time Lord she thinks she knows.

- The newly regenerated Doctor at the end of the story is played by Ian Brooker, uncredited.
- The story's title comes from The Tempest.
- David Collings previously appeared as Vorus in Revenge of the Cybermen (1975), Poul in The Robots of Death (1977) and Mawdryn in Mawdryn Undead (1983). In the latter, Mawdryn masquerades as a newly regenerated Doctor.
- After Sympathy for the Devil, in which the Master regenerated, this is the second audio drama to feature a Time Lord regenerating. To date, it is the only one in which the Doctor does so.
