Fujiwara no Tokihira

Fujiwara no Tokihira (藤原 時平 (also commonly read as "Shihei"); 871 - April 26, 909) was a kugyo (Japanese noble) who served as regent under Emperors of Japan.

Born the first son to Mototsune, Kampaku, in 901 Tokihira gained the control of the court. The next year he worked to let the court issue Shoen arrangement ordinance of Engi.
