- Good question, I think that fugitives who have been captured or deceased such as these do belong to this category.

[edit] Disappeared people?
I may be nitpicking, but Fugitives are not strictly a subset of Category:Disappeared people, because:
- Disappeared people has "Category for people who went missing and whose subsequent fate remains a mystery."
- Fugitives has "This category is for individuals who are or were at large after fleeing from custody after an arrest, or are/were wanted for interrogation."
- The location and fate of some fugitives were well-known (the searching authorities knew but could not apprehend)
I suggest either:
- remove Fugitives from Category:Disappeared people;
- or, change Fugitives to "Fugitives whose subsequent fate remains a mystery";
- or, clarify both categories to make Fugitives fit the logic of Disappeared people.
