Franklin Simon 2d, an apparel industry executive, died Tuesday at his home in Los Angeles. He was 64 years old.

He died of cardiopulmonary arrest, said his daughter, Leslie McClure of Rye, N.Y.

Mr. Simon spent 32 years with Federated Department Stores Inc., now a subsidiary of Campeau Corporation was a top executive at several of its subsidiaries and a leader in merchandising men's fashions.

He joined Bloomingdale's in 1952 after graduating from Yale University and was senior vice president and general merchandising manager when he left after 21 years.

He then became executive vice president and general merchandising manager of Burdine's department stores in Miami. In 1975 he was named president of Filene's in Boston and in 1979 was named chairman of Bullock's, another Federated division, in Los Angeles.

He was the grandson of the founder of the Franklin Simon apparel chain.

In addition to his daughter, Leslie, he is survived by his wife, Sylvia; another daughter, Cici Holbrook of Menlo Park, Calif.; a brother, George of Toronto; a sister, Mary Elizabeth Severance of Rochester, and two grandchildren.
