Bell was born in Toronto, Canada, making him Nevada's first foreign born Governor. He came to Nevada in 1858, to supervise the construction of a transcontinental telegraph line though the state. In 1889, Bell was appointed Lieutenant Governor by Governor Stevenson. Bell became Acting Governor when Governor Charles C. Stevenson signed a disability certificate on September 1, 1890. Bell did not seek a full term, serving until the inauguration of Roswell K. Colcord in 1891.

Bell died in Oakland on February 13, 1927, at the home of his daughter.
