The Four cardinal principles were stated by Deng Xiaoping in 1979 and are the four issues for which debate was not and is allowed within the People's Republic of China.

does this sentence sound confusing to anyone else but me?

I think it's just missing a "not", as in "was not and is not...", but I'm not enough of a Sinophile to know for sure. --LDC
