People would drink beer at the dam. My guess is that's why the dam road was closed, as the authorities would do things similar to that decades ago when they tried to curtail beer consumption there.

The marina used to be at the dam, it was accessed by the dam road and you'd park on the dam. There was a large storm in the early 1960's, and the marina was moved to Brown's Ravine.
