Officially, yes, though it is also used by the general population of Otago who are free to fly it when and where they wish. Prior to its creation there was an unofficial flag of Otago that was vertically Blue and yellow in two uneven strips (cf the national flag of Portugal), with the word "Otago" in white, outlines black, across the centre. this is still seen flying, but the flag described in this article is slowly taking over from it as the flag of choice of the general public.
