Flag of the Polish city of Toruń, as taken from pl.wiki (converted to PNG). I am not sure of the type of licensing of the original (see here - I do not know Polish) but it seems to be PD. And it makes sense.

Public domain This image is in the public domain because according to the Polish Copyright Law Act of February 4, 1994 (Article 4, case 2) "governmental symbols, documents, materials and signs are not subject to copyrights". Hence it is assumed that this image has been released into public domain. However in some instances the use of this image in Poland might be regulated by other laws.
